PSD2 Access to Bank Accounts

Based on the requirements of the revised Payment Services Directive (EU 2015/2366, also known as PSD2) and of the European Banking Authority Regulatory Technical Standards (EBA RTS), Berlin Group NextGenPSD2 has worked on a detailed ‚Access to Account  (XS2A) Open Banking Framework‘ with data model (at conceptual, logical and physical data levels) and associated messaging.

Berlin Group NextGenPSD2 has been implemented in all EU countries (mostly on a national basis), in several non-EU countries in Europe and in countries outside Europe who are focused on maintaining reachability and compatibility with the European market. More than 75% of European banks and hundreds of Third Party Providers (TPPs) have implemented the Berlin Group NextGenPSD2 Framework.

While the NextGenPSD2 Framework is considered as finalised and mature, any new PSD2-relevant clarifications from EBA or National Competent Authorities (NCAs) will continue to be integrated into the NextGenPSD2 Framework. Since 1 January 2021 the NextGenPSD2 Framework has become an integrated part of the Berlin Group openFinance Framework. The openFinance Framework aims to leverage the NextGenPSD2 Framework technology and infrastructure investments with standardised Open Finance extensions beyond the regulatory PSD2 scope that will enable bank customers (consumer or corporate account owners), directly or via a Third Party Provider (TPP), to access bank accounts for commercial premium services and data.

Berlin Group NextGenPSD2 developed uniform and interoperable XS2A communications and this helped tremendously to

The NextGenPSD2 Taskforce represented the market supply-side (i.e. banks, payment/banking associations, payment schemes and interbank processors operating in SEPA), which was mandated by PSD2 and EBA RTS to provide an XS2A interface and is also liable for any operational damages. The NextGenPSD2 Framework covers the requirements from almost 70 participants from more than 25 payment communities on amongst others consent models, SCA architectures and related payment products for retail and corporate business.

The NextGenPSD2 Taskforce was supported by several Working Groups, by a NextGenPSD2 Advisory Group & Board and with feedback via market consultations and other direct channels. Since 2021 the NextGenPSD2 Taskforce migrated into the openFinance Taskforce and the Advisory Group & Board migrated into the openFinance Advisory Group & Board.

NextGenPSD2 Deliverables​

The NextGenPSD2 Framework itself is built of 4 artefacts, which are all published for free under Creative Commons (CC-BY-ND):​

  1. An Introductions Paper;

  2. An Operational Rules document that covers the service description, abstract (logical) data model and detailed process flow descriptions in a B2B interface;

  3. Implementation Guidelines that specify the XS2A interface in technical detail, including XML/JSON schemas. In addition to the core Implementation Guidelines, an Appendix document with domestic payment definitions has been published.

  4. An OpenAPI file that helps implementers during development.

 

The documents were and are still used by banks and TPPs for implementing PSD2-required bank account access. Technical errata, clarifications and additional functionality required by EBA or NCAs might still be published here where you can also find all above-mentioned and updated NextGenPSD2 deliverables available for download.

Implementation Related Information

While the NextGenPSD2 Framework focuses on standardisation and implementation support is out of scope, the NextGenPSD2 Taskforce would still like to make sure that TPPs are able to find NextGenPSD2 implementers and are involved and supported for testing. This section provides links to NextGenPSD2 implementation support sites where TPPs can register for testing and find testing support (from e.g. test directories with BICs of banks, URL testsandboxes, NextGenPSD2 version information, etc.):

  • On 1 July 2022 the Berlin Group published a new subrelease 1.3.12 of the NextGenPSD2 Framework Implementation Guidelines, integrating Errata on version 1.3.11 and adding several new features following change requests from market participants and recent EBA clarifications. This document was published together with a Change Log document.

  • On 3 March 2022 an Errata document on the V1.3.11 Implementation Guidelines and an updated Annex with domestic payment and account information definitions for V1.3.11 have been published.

  • On 27 September 2021 an update version 1.3.11 of the NextGenPSD2 Framework Implementation Guidelines has been published, integrating Errata on version 1.3.9 and adding several new and minor features following change requests from market participants. A detailed change log document has been published separately.

  • On 30 June 2021 an Errata document on the V1.3.9 Implementation Guidelines has been published in the Core PSD2 compliancy section of the Available Documents. On the same date an updated version of the single cards AIS service has been published in the Extended value-added services section of the Available Documents.

  • On 19 April 2021 the AIS for Savings and Loans Accounts extension has been published as an extension to the core NextGenPSD2 Framework.

  • On 29 March 2021, an updated V1.3.9 Implementation Guidelines and related detailed change log have been published on the dedicated NextGenPSD2 download page in the Core PSD2 compliancy section of the Available Documents section.

  • On 15 December 2020, an Errata document on the V1.3.8 Implementation Guidelines has been published in the Core PSD2 compliancy section of the Available Documents. On the same date an updated version of the single cards AIS service has been published in the Extended value-added services section of the Available Documents.

  • On 2 November 2020, updated versions of the NextGenPSD2 Framework Implementation Guidelines (and related detailed change log), of the domestic AIS/PIS documentation, and of the Security Bulletin have been published (in the Core PSD2 compliancy section of the Available Documents). On the same date an updated version of the single cards AIS service and a new document for multiple consents handling have been published in the Extended value-added services section of the Available Documents.

  • On 14 July 2020, an Errata document and a final version of the Extended Service ‘AIS for Single Cards’ have been published.

  • On 19 May 2020, a 6-weeks market consultation on a new single cards for AIS endpoint service has been announced and new and updated NextGenPSD2 deliverables have been published.

  • On 27 March 2020, several updates have been published: an Errata document with minor errata and new attributes to support the EU price regulation for crossborder credit transfers, an updated Annex with domestic payment and account information features for the Hungarian and the Danish markets, an updated Change Request status overview, and a new OpenAPI file which integrates the requirements from the published errata documentation and from the support of data model extensions induced by the introduction of the Trusted Beneficiary List service (note: the Trusted Beneficiary List related endpoint will be published separately at a later stage).

  • On 27 February 2020, an extended ‘List of Trusted Beneficiaries Service’ has been published, required by some jurisdictions in Europe as part of NextGenPSD2 compliancy. The service addresses the provision to the Third Party Provider (TPP) of the list of ‘trusted beneficiaries’ (referenced to the definition in the EBA RTS). The provision of this additional information might depend on rules and conditions within the bank (ASPSP) and/or on an explicit consent of the PSU submitted to the ASPSP. Extensions to the existing account access data data model are shown with revision marks.

  • On 3 February 2020, a new update version 1.3.6. of the NextGenPSD2 Framework Implementation Guidelines has been published, integrating all previously published Errata on version 1.3.4, as well as the extended services on displaying account owner names and standing orders, new functionality on transaction confirmation as introduced by the security bulletin in Autumn 2019, extended transaction report and payment initiation data models, new http headers e.g. for transporting TPP brand information for logging, and several other clarifications and new features or functionality. A detailed change log document has been published separately.

  • On 6 December 2019, a new Errata document has been published.

  • On 25 November 2019, an extension covering Additional Account Information Services with the account owner name has been published.

  • On 6 November 2019, a Security Bulletin, an extended Standing Orders Report Service, and an updated full Catalogue of Change Requests have been published.

  • On 1 July 2019, a Whitepaper on the results of a recent Market Survey has been published. The Market Survey Whitepaper shows the consolidated results on the major NextGenPSD2 core compliancy implementation choices of already more than 2,500 banks from 24 countries.

  • On 12 April 2019, an updated Version 1.3 OpenAPI file has been published.

  • On 29 March 2019, a new Errata document, an Annex with domestic payment definitions and an updated Version 1.3 OpenAPI file have been published, together with the formalised Change Management Process and Change Request Form.

  • On 18 March 2019 an updated Version 1.3 OpenAPI file has been published.

  • On 1 March 2019 the first two extended value add services have been published.

  • On 15 February 2019, a new Errata document and an updated Version 1.3 OpenAPI file have been published.

  • On 14 September 2018, a Bulletin (Bulletin 01) has been published on the NextGenPSD2 downloads page, announcing important changes within the Berlin Group NextGenPSD2 Framework which will be covered in Version 1.3, relative to Version 1.2.

  • On 25 July 2018, a Version 1.2 release update of the NextGenPSD2 Implementation Guidelines has been published.

  • On 6 July 2018, a first webinar conference call of the future NextGenPSD2 Advisory Board took place.   • On 8 June 2018, a market consultation resolved issues document has been published.
